Slow Login / Popup to 'Use this account everywhere' not working

Run the following from an elevated (Administrator) command prompt:

dsregcmd /debug /leave

reboot your computer

If you had setup a PIN, you’ll need to set it up again. When you launch Outlook, you should be prompted for your password and then prompted to Use this account everywhere on your device. Keep checkbox selected to allow organization to manage device and click Yes.
